Title

Body
WHEREAS, the Pennsylvania League of Cities and Municipalities ("PLCM") is a non-profit, nonpartisan organization representing Pennsylvania's cities, townships, towns, boroughs and Home Rule municipalities that share the PLCM's municipal policy interests; and,
 
WHEREAS, the mission of the PLCM is to represent the interests of its membership and to serve local governments by providing programs, cost-effective services, and legislation which strengthens the autonomy of Pennsylvania's municipalities; and,
 
WHEREAS, the PLCM represents the interests of its membership before the legislative, executive, and judicial branches of the state and federal governments and acts as an agent for enhanced cooperation and communication among municipalities in the Commonwealth; and,
 
WHEREAS, due to the budget crisis confronting the City of Pittsburgh there is a need to develop equitable municipal taxing strategies.  In order to achieve that goal, it is important for the city to develop productive relationships with other municipal governments throughout the Commonwealth.  Beyond local taxation, there are numerous areas of common concern on the part of local governmental bodies.  Membership in the PLCM affords the city the opportunity to work more productively with other local governments in order to fashion and effectively implement solutions that serves the common good; and
 
 
 
 
 
WHEREAS, the City of Pittsburgh, it its efforts to promote intergovernmental cooperation and cost-effective strategies that benefit city residents, finds that membership in the PLCM would be of great benefit in achieving those goals.  
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  Legislative Intent
It is the intent of this Council to have the City of Pittsburgh join the Pennsylvania League of Cities and Municipalities ("PLCM") in order to enjoy the benefits of PLCM membership, including but not limited to the fostering of productive and collaborative working relationships with municipalities within the Commonwealth as well as with state and federal government.  It is in the best interest of the city's government to maintain and foster productive relationships with other municipalities.  
Section 2.  Authorization to Join PLCM
The Mayor is authorized and directed by the Council of the City of Pittsburgh to take the appropriate action within thirty (30) days of enactment of this resolution to enter into an Agreement or Agreements, in a form approved by the City Solicitor, with the Pennsylvania League of Cities and Municipalities to cause the City of Pittsburgh to join and become a member in good standing, in the amount of $ 29,107.00, chargeable to and payable from Account 585020, Fund 1000, Organization 999200, Sub-Class 150, Miscellaneous Services, Budget Year 2003.
