Resolution authorizing the Mayor and the Chief & Director of Innovation and Performance to enter into a Payment Distribution Agreement with Allegheny County to accept grant funds from The Heinz Endowments to use for the procurement of necessary staff and tools to support the Regional Data Center and to advance collection, analysis and dissemination of public data for multi-sector, data-driven decision making and further authorizing the Mayor and the Chief & Director of Innovation and Performance to amend the current Cooperation and Project Agreement for the Creation and Operation of the Regional Data Center with the County and the University of Pittsburgh to add Heinz grant funding to increase the amount of compensation and scope of work relating to University of Pittsburgh’s creation and operation of the Regional Data Center.

WHEREAS, pursuant to Resolution No.452 of 2015, effective July 16, 2015, the City previously entered into a Cooperation and Project Agreement for the Creation and Operation of the Regional Data Center between the County, the City, and the University of Pittsburgh (the “Project Agreement”) dated August 7, 2015, that was funded on behalf of the City and County with a grant from the R.K. Mellon Foundation of which amount Seven Hundred and Ninety Seven Thousand, Seven Hundred Thirty-Eight Dollars ($797,738.00) was designated as compensation to the University of Pittsburgh under the Project Agreement; and
WHEREAS, on November 9, 2015, The Heinz Endowments awarded a grant to the County in the amount of $1,799,373.00 (“the Heinz Grant”) to be used by the City and the County for the following purposes: to further support the existing Regional Data Center and to advance collection, analysis and dissemination of public data for multi-sector, data-driven decision making; and
WHEREAS, the County has entered into an agreement with The Heinz Endowments to accept the Heinz Grant (the “Heinz Grant Agreement”); and
WHEREAS, pursuant to the terms of the Heinz Grant Agreement, the County will: 1) distribute an amount not to exceed Nine Hundred and Twenty Nine Thousand and Forty Dollars ($929,040.00) of the total Heinz Grant to the City for the procurement of necessary staff and tools to accomplish designated information infrastructure goals; 2) distribute an amount not to exceed Three Hundred and Five Thousand, Three Hundred and Thirty Three Dollars ($305,333.00) to the University of Pittsburgh to expand the compensation and scope of its work for the Regional Data Center under the Project Agreement; and 3) retain Five Hundred Sixty Five Thousand Dollars ($565,000.00) for County implementation of designated information infrastructure goals; and
WHEREAS, in order to accept the Heinz Grant distribution to the City and to agree to the increase the amount of compensation and scope of work relating to the University of Pittsburgh’s creation and operation of the Regional Data Center in the Project Agreement, the City wishes to enter into: 1) a Payment Distribution Agreement and 2) an Amendment to the existing Project Agreement.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. Authorizing the Mayor and the Director of the Department of Innovation and Performance to enter into a Payment Distribution Agreement with Allegheny County to accept grant funds in the amount of Nine Hundred and Twenty Nine Thousand and Forty Dollars ($929,040.00) from The Heinz Endowments to use for the procurement of necessary staff and tools to support the Regional Data Center and to advance collection, analysis and dissemination of public data for multi-sector, data-driven decision making. Monies received from the County will be deposited into the following account: JDE 0329400172.48311.00.
Section 2. The Mayor and/or the Mayor and the Chief & Director of the Department of Innovation and Performance are further authorized to hire employees, to enter into agreement or agreements, contract or contracts, or make expenditure authorized under the applicable terms and conditions of the Heinz Grant and applicable law. Such expenses will be charged to JDE 0329400172.50000.00.
Section 3. The Mayor and the Chief & Director of the Department of Innovation and Performance are further authorized to amend the Cooperation and Project Agreement for the Creation and Operation of the Regional Data Center with the County and the University of Pittsburgh dated August 7, 2015, in order to approve the addition of the new Heinz grant funding to increase the amount of compensation and scope of work relating to the University of Pittsburgh’s creation and operation of the Regional Data Center. No funding from the City will be added to the Project Agreement.
