WHEREAS, the City of Pittsburgh is responsible for the stewardship of public resources and the efficient delivery of critical services to its residents; and
WHEREAS, the municipal vehicle fleet represents a major capital investment and ongoing operational expense funded by taxpayer dollars; and
WHEREAS, the City’s emergency response and public service operations are increasingly compromised by a severely depleted and aging fleet, particularly in departments such as EMS, Fire, and Public Works; and
WHEREAS, City Council and the public lack regular, transparent access to comprehensive data on fleet condition, readiness, and replacement needs, making it difficult to fully assess the scale and urgency of the problem; and
WHEREAS, continued underinvestment in fleet replacement and management not only jeopardizes public safety and service delivery, but also results in higher long-term costs and waste of taxpayer funds due to increased maintenance, vehicle downtime, and emergency leasing; and
WHEREAS, it is the responsibility of City leadership to ensure accountability in capital planning and to proactively address infrastructure shortfalls that directly impact the well-being of Pittsburgh residents;
The Council of the City of Pittsburgh hereby encats as follows:
SECTION 1. The Pittsburgh Code of Ordinances is hereby amended and supplemented at Title 4: Public Places and Property, Article XVIII: Municipal Fleet, Chapter 493: Fleet Oversight, Section 493.01 through Section 493.06 as follows:
§493.01. PURPOSE
To ensure that the City of Pittsburgh operates a cost-effective and operationally reliable municipal fleet by requiring an annual report that evaluates vehicle performance, maintenance costs, and provides recommendations for strategic replacement and investment planning.
§493.02. DEFINITIONS
• Fleet Services Senior Manager: The City official overseeing municipal fleet operations.
• Equipment Leasing Authority (ELA): The agency responsible for vehicle procurement, leasing, and capital investment for the City fleet.
• Fleet Efficiency Report: An annual performance and investment assessment, used to guide decision-making and budgeting for the City’s fleet assets.
§493.03. REPORTING REQUIREMENT
A. The Fleet Services Senior Manager, in collaboration with the Equipment Leasing Authority, shall prepare and submit an Annual Fleet Efficiency Report to City Council and the Office of Management and Budget by September 1 of each year.
B. The report shall include:
1. A full inventory of fleet vehicles, including make, model, year, mileage, and assigned department.
2. Total annual maintenance and repair costs per vehicle and per department for the previous fiscal year.
3. Identification of vehicles exceeding a maintenance cost threshold of thirty (30) percent of the original purchase price in the prior calendar year.
4. Data-driven recommendations for vehicle replacement based on lifecycle cost analysis.
5. Fleet-wide cost projections for the next three fiscal years, highlighting capital needs for vehicle replacement and anticipated maintenance spending.
6. Analysis of underutilized or over-utilized assets and any recommendations for rightsizing the fleet.
7. Opportunities for fuel savings, including electric or hybrid vehicle transitions, where cost-effective.
8. Recommendations to increase service efficiency, reduce downtime, and lower long-term operational costs.
§493.04. COORDINATION AND ACCOUNTABILITY
A. As a condition of receiving annual funding from the City of Pittsburgh, the Equipment Leasing Authority shall maintain all financial data and lifecycle tracking systems necessary to support the Fleet Efficiency Report described in this chapter. The Equipment Leasing Authority shall ensure that these records are accurate, up-to-date, and made available to the Fleet Services Senior Manager and Office of Management and Budget upon request.
B. City departments shall provide usage logs, vehicle assignments, and operational insights as requested.
§493.05. FISCAL PLANNING
The Fleet Efficiency Report shall directly inform the City’s annual Operating and Capital Budgets. Replacement and maintenance funding requests shall reference the report findings.
§493.06. EFFECTIVE DATE
This ordinance shall take effect immediately upon passage.
