Title

Resolution authorizing the Mayor and the Director of the Department of Public Safety to enter into a Data Use Agreement with the Center for Police Research and Policy housed within the University of Cincinnati to engage in a process and outcome evaluation of training and technical assistance as part of the Academic Training to Inform Police Responses initiative. Agreement shall be at no cost to the City.

 

Body

WHEREAS, the Academic Training to Inform Police Responses is a national initiative managed by the Center for Police Research and Policy housed within the University of Cincinnati (the “Center”) that is designed to enhance, implement, and evaluate crisis response training and technical assistance for law enforcement and other first responders, particularly for crisis situations involving individuals with mental health conditions and/or intellectual or developmental disabilities; and

 

WHEREAS, the City wishes to enter into a collaborative partnership with the Center to evaluate, inform, and disseminate scientific findings related to the delivery of crisis response training and technical assistance;

 

WHEREAS, to implement this partnership, the City was authorized to enter into a Memorandum of Understanding with the Center on July 29th, 2021; and

 

WHEREAS, to further this partnership, the Center has requested that the Pittsburgh Bureau of Police provide the Center with data in the Pittsburgh Bureau of Police’s possession regarding officer data, surveys, interviews, and focus groups;  calls for service; incident reports; use of force;  arrests; injury data; and other data as agreed upon by the parties in writing.

 

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1.                     The Mayor and the Director of the Department of Public Safety are authorized to enter into a Data Use Agreement with the Center for Police Research and Policy housed within the University of Cincinnati to engage in a process and outcome evaluation of training and technical assistance as part of the Academic Training to Inform Police Responses initiative.  Such agreement shall be at no cost to the City and shall be approved by the City Solicitor as to form.
