Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend and honor the passion and dedication of Ms. Ora Lee Carroll; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Friday, February 8, 2013, to be “Ms. Ora Lee-Carroll Day” in the City of Pittsburgh.

WHEREAS,Ms. Ora Lee-Carroll a native Tampa FL, grew up in the South and later moved to  Pittsburgh in the late 1960s. Ms. Carroll was one of the founders of East Liberty Concern Citizen along with her daughter and Betty Lane in 1983. Her passion was to rebuild Larimer to a viable sustainable community where seniors could walk along the streets where flowers were growing and children were safe playing outside; and,
 
WHEREAS, In the early 1990s, Ms. Carroll helped organize a group of residents to brainstorm ideas to counter the escalating violence and drug trafficking within the neighborhood. The resulting proposals included starting block watches, turning a vacant school into a recreation center, and implementing a curfew. In 1998 Ms. Carroll worked diligently with team members and Steven G. Hawkins architect to complete the Larimer Community Plan. Her goal was to create a healthy future for the neighborhood Larimer. In 2005 Ms. Carroll along with John Bendel of Federal Home Loan Bank worked side by side to help Larimer become a Blueprint Community; and,
 
WHEREAS, In 2007 with many partners such as Sen. Ferlo and the Kingsley Association, Ms. Carroll pushed forward to help Larimer begin revitalization. Facilitating this drive was Jackson & Clark who helped form the five Action Teams (Green Team, Redd-Up, Work & Wellness, Celebrate, and One Voice) that currently represent the Larimer Consensus Group; and,
 
WHEREAS, As a result of her passion and determination the Larimer Consensus Group has continued her work with the Larimer Vision-to-Action plan, which is in the process of being completed. A  few of her other notable accomplishments include: implementing a summer youth clean-up project, organized the Car-a-thon Against Drugs, and worked with the Mayor's Weed and Seed Project to enhance  public safety; and,
 
WHEREAS, Ms. Carroll has fought diligently for over thirty years to revitalize the neighborhood of Larimer into a unique green community. She has sown seeds of pride and cast a vision for a better neighborhood. The community is committed to carry on her legacy; and,
