Title

Resolution authorizing and directing the Director of City Planning and the Director of General Services, in consultation with other city agencies and various community and civic organizations, to promulgate, for City Council's review and approval prior to issuance, a Request for Proposal (RFP) to allow short term riverfront boat docking privileges, on a short term fee for service basis, at various City of Pittsburgh water front locations at no cost to the City of Pittsburgh's operating budget.

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.  The Director of City Planning shall convene an advisory working group comprised of   individuals, organizational leaders and government representatives for the purpose of developing a formal Request for Proposal (RFP), to be reviewed by the Mayor and City Council before issuance, which will be broadly publicized to public agencies and private for profit businesses interested in locating, constructing, operating, and managing boat docking slips at various locations, including, but not limited to, North Shore River front Park extending from PNC Park to Heinz Field, the length of river at the David L. Lawrence Convention Center, the riverfront at 43rd Street Lawrenceville and the Pittsburgh Zoo and Botanical Gardens.

 

SECTION 2. The purpose and goal of this initiative is to provide safe, convenient, functional and affordable opportunities for pleasure craft to dock, on a short term fee basis, at various City recreational and tourist attractions and to add to the ambience and visibility of Pittsburgh's premier riverfront public areas and vistas.

 

SECTION 3.  The Director of City Planning shall submit a draft of the Request for Proposal (RFP) for Council's approval and authorization no later than December 1, 2002. 

 

NOTE: I do hereby certify that the foregoing Ordinance duly engrossed and certified, was delivered by me to the Mayor for his approval of disapproval and that the Mayor failed to approve or disapprove the same, whereupon it became law without his approval, under the provisons of the Act of the Assembly in such case made and provided.
