Title
Resolution authorizing the Mayor and the Director of the Department of Finance to enter into a Cooperation Agreement with the Carnegie Library of Pittsburgh regarding the Library's expenditure of Keystone Recreation, Park, and Conservation Fund grant monies in the amount of $500,000 that will be used to construct a new Library branch in the Hill District.

WHEREAS, the Carnegie Library of Pittsburgh (the “Library”) recently applied for a Keystone Recreation, Park and Conservation Fund grant on behalf of co-applicant, the City of Pittsburgh; and
WHEREAS, although the Library will construct and own the new Hill District branch, the Commonwealth of Pennsylvania, Department of Education, Office of Commonwealth Libraries only permits the municipal applicant to directly receive grant funds; and
WHEREAS, therefore, the City will separately enter into an agreement with the Commonwealth of Pennsylvania, Department of Education, Office of Commonwealth Libraries to receive the $500,000 in reimbursement Keystone Recreation, Park and Conservation Fund grant monies, which the City will then forward to the Library for the Hill District Library construction; and
WHEREAS, in order to facilitate this grant process, the Library has agreed to undertake certain duties and responsibilities in connection with its receipt and use of the grant monies, which duties and responsibilities the parties wish to set forth in a separate Cooperation Agreement.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of Finance are hereby authorized to enter into a Cooperation Agreement with the Carnegie Library of Pittsburgh regarding the Library's use of the $500,000 in Keystone Recreation, Park, and Conservation fund grant monies for the renovation of the Hill District Branch of the Library. Reimbursement Invoices will be submitted to the Department of Finance and shall be paid out of Fund 2940, Budget Year 2007, Project PR10003, Organization 107000.
