Title

Resolution amending resolution 153 of 2019 to clarify the parties that will be entering into the Cooperation Agreement of Agreements relating to the shared operation and administration of the City of Pittsburgh Child Care Quality Fund. 

 

Body

WHEREAS, pursuant to Resolution 153 of 2019, City Council authorized the Mayor and the Director of the Office of Management and Budget to enter into a Cooperation Agreement or Agreements with the Alliance for Infants and Toddlers (the “Alliance”) for the shared operation and administration of the Child Care Quality Fund; and

 

WHEREAS, in 2017, Allegheny County Department of Human Services (“ACHDS”) applied with the support of local partners Trying Together and the Alliance to be designated by the Commonwealth of Pennsylvania, Department of Human Services, as the Region 5 Early Learning Resource Center (“ELRC”) and ACDHS was selected to serve this role in 2019; and

 

WHEREAS, the City now wishes to partner with the entities composing the Region 5 ELRC to operate and administer the Child Care Quality Fund; and

 

WHEREAS, the parties have agreed that Allegheny County (on behalf of ACDHS) shall be the party entering into a Cooperation Agreement or Agreements with the City in order to serve as project manager of the City of Pittsburgh Child Care Quality Fund and further manage the work of ELRC partners Trying Together and the Alliance in this endeavor.

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.  Sections 1 and 3 of Resolution 153 of 2019 shall be amended to read as follows:

 

Section 1.                     The Mayor and the Director of the Office of Management and Budget, on behalf of the City of Pittsburgh, are hereby authorized to enter into a[n] Cooperation Agreement or Agreements with Allegheny County, on behalf of the Allegheny County Department of Human Services,  [the Alliance for Infants and Toddlers] for the shared operation and administration of the Child Care Quality Fund for a period of two (2) years from the opening of the fund, in an amount not to exceed Two Million Dollars ($2,000,000.00) and for the payment of the costs thereof.  The Alliance for Infants and Toddlers and Trying Together may be added as additional parties to the Cooperation Agreement or may contract directly with Allegheny County to document their roles in the ELRC’s shared operation and administration of the Child Care Quality Fund.  Administrative Costs to the ELRC for the shared operation and administration of the fund may not exceed ten percent (10%) of the fund.  [Funding under the Cooperation Agreement or Agreements shall be paid from:

Section 3.             The final language of the Cooperation Agreement between the City of Pittsburgh and [the Alliance for Infants and Toddlers] Allegheny County shall require an advisory committee to monitor the Child Care Quality Fund.  The advisory committee will be composed of representative’s city departments and subject matter experts from the City of Pittsburgh.
