Title
Resolution providing for an Agreement or Agreements by and between the City of Pittsburgh ("City") and any or all of the following:  the County of Allegheny ("Allegheny County"); School District of Pittsburgh ("School District"); Pittsburgh Community Television, Inc. ("PCTV"); and the United States Department of Homeland Security, or its designee(s) ("Department of Homeland Security"); for certain television and video production services.
 
Body
Whereas, the City of Pittsburgh has operated its government communications channel, now known as City Channel Pittsburgh, since 1982;
 
Whereas, Initiative GS08 of the Municipal Financial Recovery Act Recovery Plan of June 11, 2004 (the "Act 47 Plan"), directs that "in a time of fiscal distress, the City shall direct its resources to critical and essential government services;"
 
Whereas, Initiative GS08 of the Act 47 Plan, directs that "[t]he City shall eliminate the staffing and supplies dedicated for television production, continuing only the broadcast of City Council meetings on a limited basis [and that other] services shall be continued only to the extent that resources from other than the General Fund can be identified;"
 
Whereas, Initiative GS08 of the Act 47 Plan provides for $100,000 in the General Fund for the limited broadcast of meetings of the Council of the City of Pittsburgh;
 
      Whereas, the Office of the Mayor, the Council of the City of Pittsburgh, and the City's Departments of General Services and Information Systems have been and are engaged in discussions with Allegheny County and the School District to provide additional funding to support the expansion of City Channel Pittsburgh broadcast services beyond "the broadcast of City Council meetings on a limited basis;"
 
Whereas, the City, through its Department of General Services, has issued a Request for Proposals ("RFP") for television and video production services so as to continue, at a minimum, the broadcast of City Council meetings on a limited basis," in an amount not to exceed $100,000;
 
Whereas, PCTV submitted a response to the City's RFP, and, upon review and evaluation, has been found qualified to provide the requested services within the allotted budget;
 
      Whereas, earlier in 2004, City Channel Pittsburgh produced for the Office of the Mayor's Emergency Management Office on Homeland Security ("Mayor's Homeland Security Office") a video presentation on the subject matter of homeland security in the Pittsburgh region;
 
      Whereas, City Channel Pittsburgh's video presentation for the Mayor's Homeland Security Office, upon information and belief, has been well-received by local and state emergency management officials;
Whereas, the Departments of General Services and Information Systems have been in additional discussions with the Mayor's Homeland Security Office regarding the acquisition of funds to create additional homeland security-themed presentations;
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1:  The Mayor and the Directors of the Departments of General Services and Information Systems, on behalf of the City, are hereby authorized to enter into an Agreement or Agreements with the School District, Allegheny County, PCTV, and/or the Department of Homeland Security, approved in form and substance by the Mayor, Directors of the Departments of General Services and Information Systems, and the City Solicitor, for the provision of television and video production services to be for a period of one (1) year.
