Resolution authorizing the Directors of Public Safety and Computer Information Services and the Chief of Police to enter into agreement or agreements or use of existing agreements, contract or contracts or use of existing contracts with SST, Inc. and Avrio RMS Group for the purpose of acquiring and implementing video surveillance technology with gunshot-detection equipment.

Whereas, the Pittsburgh Bureau of Police can become a more effective Police Bureau by investing in Technology; and,
Whereas, the City is working to implement gunshot-detection technology to decrease response times and allow for more effective deployment of the Bureau's scarce resources; and,
Whereas, ShotSpotter Technology will provide real-time information to Pittsburgh's Bureau of Police about gunfire and explosions, enabling a more effective response to gun violence; and,
Whereas, ShotSpotter Technology will provide the Bureau of Police a constant, 360-degree wide-area acoustic surveillance of complex urban areas, and the addition of Avrio RMS Group's video surveillance will reduce the need for terrified residents to risk retribution by personally identifying shooting suspects; and,
Whereas, ShotSpotter Technology can interface with Avrio RMS Group video surveillance systems that train individual cameras and capture video intelligence at the scene of an incident and its surroundings; and,
Whereas, the combination of Avrio RMS Group's video surveillance and ShotSpotter Technology will lead to safer neighborhoods.
The Council of the City of Pittsburgh does hereby enact as follows:
Section 1:
The Directors of Public Safety and Computer Information Services and the Chief of Police are hereby authorized and directed, in a form approved by the City Solicitor, to enter into agreement or agreements or use of existing agreements and/or contract or contracts or use of existing contracts with SST, Inc. and Avrio RMS Group for the purpose of purchasing and integrating video surveillance cameras with gunshot detection equipment to provide comprehensive gun violence reduction technology to violence-plagued neighborhoods in the City of Pittsburgh. Cost not to exceed one million ($1,000,000) dollars and providing for the payment of the costs thereof. Funding for this project will be available in the following JD Edwards Capital chartfield: 0326749013, Fund 40013.
