Resolution further amending No. 466, effective September 21, 2020, as amended by Resolution No. 50, effective February 4, 2021, entitled “authorizing the Mayor and the Director of Public Works, on behalf of the City of Pittsburgh, to enter into an Agreement or Agreements, or the use of existing Agreements, for the professional landscape architectural services for Homewood Park Infrastructure Upgrades, between the City of Pittsburgh and Studio Zewde. One Million Eight Hundred Fifty Three Thousand Three Hundred Fifty Five Dollars and Ninety Cents ($1,853,355.90),” by increasing the total allocation by $168,486.90.
Body
WHEREAS, a planning process led by Homewood Community Sports and residents in the Homewood community resulted in a Master Plan for the Homewood Park Infrastructure Upgrades; and
WHEREAS, the City of Pittsburgh 2018 Capital Budgets includes a balance of $764,304.00 for Homewood Infrastructure Upgrades; and
WHEREAS, the City of Pittsburgh 2019 Capital Budget includes $1,400,000.00 for Homewood Park - Design; and
WHEREAS, on February 11, 2020, the Office of Management and Budget, on behalf of the Department of Public Works, released a Request for Proposals to solicit for landscape architectural services for professional services to complete design documents for Homewood; and
WHEREAS, a selection committee chose a proposal by Studio Zewde for professional landscape architectural services; and
WHEREAS, City Council approved Resolution No. 466, effective September 15, 2020, entitled, “Authorizing the Mayor and the Director of the Department of Public Works, to enter into an Agreement or Agreements, or the use of existing Agreements, between the City of Pittsburgh and Studio Zewde, for the professional landscape architectural services for Homewood Park Infrastructure Upgrades at a cost not to exceed One Million Six Hundred Thirty Thousand and Fourteen Dollars ($1,630,014.00).”; and
WHEREAS, the City did not include the reimbursable expenses totaling $168,486.90 from Studio Zewde’s proposal in the previous resolution; and
WHEREAS, the City passed a first legislative amendment to this resolution, effective February 4, 2021, authorizing the contract to include the amount listed above; and
WHEREAS, unforeseen circumstances have arisen requiring additional services including geotechnical soil boring investigations and structural engineering based on schematic design changes, plus anticipated related scope additions necessitating a contingency, requiring an additional 10% ($168,486.90) of the current encumbered budget, with new total contract value not to exceed $1,684,869.00.
Now therefore be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. Resolution No. 466, effective September 21, 2020, and amended by Resolution No. 50, effective February 4, 2021, “Section 1. The Mayor and the Director of Public Works, on behalf of the City of Pittsburgh, to enter into an Agreement or Agreements, or the use of existing Agreements, for the professional landscape architectural services for Homewood Park Infrastructure Upgrades, between the City of Pittsburgh and Studio Zewde. The total not to exceed cost is One Million Six Hundred Eighty Four Thousand Eight Hundred Sixty Nine Dollars ($1,684,869.00).”
