WHEREAS, the Hartzell Memorial is one of the City’s few monuments to honor a woman. It was placed in the park in 1909 in memory of Annie Hartzell, a founder of the Western Pennsylvania Humane Society.  The 2002 Allegheny Commons Master Plan called for restoring the Memorial within Allegheny Commons Park.  The Pittsburgh Parks Conservancy, with the Allegheny Commons Initiative and Northside Leadership Conference, are restoring this piece of history, including cleaning, repairing cracks and surface damage, replacing missing granite at the base, and replacing bronze elements.

WHEREAS, the Pennsylvania Historical and Museum Commission has provided funds to the Pittsburgh Parks Conservancy to restore the Hartzell Monument in Allegheny Commons Park; and

WHEREAS, the Grant Agreement requires that the City of Pittsburgh to execute a ten-year covenant to ensure the maintenance and preservation of the architectural and historical characteristics of the Hartzell Monument; and the City of Pittsburgh is willing to so agree; and

WHEREAS, the parties now wish to document the terms and conditions relating to an instrument or instruments, entitled “Preservation Agreement,” to ensure the maintenance and preservation of the architectural and historical characteristics of the Hartzell Monument as between the City of Pittsburgh and the Pennsylvania Historical and Museum Commission necessary for the benefit of the public.
