Title
Resolution providing that the City of Pittsburgh enter into a temporary professional services Contract or Contracts with UPMC Work Partners for the purpose of paying Workers' Compensation medical claims for expenses which were incurred prior to December 31, 2005, at a cost not to exceed $716,353.
 
Body
Whereas:  UPMC Work Partners became the Medical Services Provider for the purposes of the City of Pittsburgh's Workers' Compensation program as of January 1, 2006 and continuing through December 31, 2009; and
 
Whereas:  As part of the transition from the City's previous Medical Services Provider, UPMC Work Partners has assumed the administrative responsibility for  paying Workers' Compensation claims which accrued prior to the commencement of the UPMC Work Partners contract on January 1, 2006 (the "transitional claims"); and
 
Whereas: The Workers' Compensation Agreements presently in force between UPMC Work Partners and the City of Pittsburgh do not yet include a sufficient monetary amount to enable UPMC Work Partners to pay these transitional claims on behalf of the City.  
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  The Mayor and the Director of the Department of Personnel and Civil Service Commission, on behalf of the City of Pittsburgh, are hereby authorized to enter into a temporary Contract or Contracts beginning January 1, 2006 and ending December 31, 2007 to be approved as to form and substance by the City Solicitor:  UPMC Work Partners shall be entitled to payment for costs relating to Workers' Compensation claims which accrued prior to December 31, 2005, and for which UPMC Work Partners provided coverage outside the scope of the Workers' Compensation contract with the City of Pittsburgh, at a cost not to exceed $716,363 (Seven Hundred and Sixteen Thousand, Three Hundred Sixty Three Dollars and no cents).  This amount shall be chargeable to and payable from Code Account 44-9, Employee Expense Workers' Compensation Program Medical/Administration, Index Code 004499, Account 571100, Fund 8170, Organization 999300, Sub Class 600 and Budget Year 2006, Department of Personnel and Civil Service Commission.
