Resolution authorizing the Mayor and the Director of the Department of Mobility and Infrastructure, on behalf of the City of Pittsburgh, to enter into a cooperation and reimbursement agreement with the Pittsburgh Water and Sewer Authority (“PWSA”) to reimburse expenses of PWSA incurred for roadway base and pavement restoration performed by PWSA on behalf of utilities and the City in advance of the Bus Rapid Transit Project at an amount not-to-exceed five hundred fifty-seven thousand two dollars and twenty-four cents ($557,002.24).

WHEREAS, the Port Authority of Allegheny County, in cooperation with the City of Pittsburgh, is implementing a Bus Rapid Transportation Project (the “Project”) to connect Downtown Pittsburgh with Uptown, Oakland and other East End neighborhoods; and

 

WHEREAS, the Project requires significant infrastructure improvements, including certain utility betterments along the Project corridor to be done in advance of Project work as a part of coordination to limit future disruption resulting from work along the corridors; and

 

WHEREAS, PWSA and certain other public utilities have or will undertake certain temporary restoration work within certain locations in the City of Pittsburgh, Pennsylvania; and

 

WHEREAS, the City of Pittsburgh Department of Mobility and Infrastructure has facilitated a cost share between utilities for restorative work that will mitigate failure that may occur from not completing base restoration as well as limit future construction disruption along the corridor; and

 

WHEREAS, such work constitutes an improvement beyond the scope of which utilities would be individually responsible and not otherwise required to perform in the course of the general utility relocation work; and

 

WHEREAS, the PWSA has agreed to satisfy the City’s request on behalf of all involved utilities; and

 

WHEREAS, PWSA and other participating utilities have entered into an agreement to be presented to the Pennsylvania Utility Commission (PUC)

 

WHEREAS, the City of Pittsburgh now wishes to enter into an agreement with PWSA in order to address necessary reimbursement and cooperation in connection with the aforementioned work.

 

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1. The Mayor and the Director of the Department of Mobility and Infrastructure, on behalf of the City of Pittsburgh, are authorized to enter into a cooperation and reimbursement agreement with the Pittsburgh Water and Sewer Authority (“PWSA”) to reimburse certain expenses of PWSA from City-requested pavement restoration  performed by PWSA in advance of the  Bus Rapid Transit Project at an amount not-to-exceed exceed five hundred fifty-seven thousand two dollars and twenty-four cents ($557,002.24) appropriated from the following code account: 6052020019.
