Ordinance amending the Pittsburgh Code at Title Five: Article VII, Chapter 542: ON-STREET CITY EMPLOYEE PARKING, Section 542.02 DEFINITIONS and 542.03 PARKING REGULATIONS to add definitions and to transfer responsibility for parking regulations to the Director of the Department of Human Resources & Civil Service at no cost to the City.

The Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1.                     The Pittsburgh Code is hereby amended at Title Five: Article VII, Chapter 542: ON-STREET CITY EMPLOYEE PARKING, Section 542.02 DEFINITIONS AND 542.03 PARKING REGULATIONS as follows:
 
§ 542.02 DEFINITIONS
 
(a)                     CITY-CONTROLLED ON-STREET PARKING. Unmetered on-street parking spaces on public rights-of-way utilized for parking for City employees, as defined in Title Five, "Traffic"; 
(b)                     FOURTH AVENUE PARKING. On-street parking spaces on Fourth Avenue, between Grant Street and Ross Street; 
(c)                     TRY STREET PARKING. On-street parking spaces on Try Street, between Second Avenue and First Avenue. 
(d) SECOND AVENUE PARKING. On-street parking spaces on Second Avenue, between Grant Street and Ross Street.

§ 542.03 PARKING REGULATIONS
 
The Director of the Department of Mobility and Infrastructure (DOMI) Human Resources and Civil Service (HR&CS) shall establish policies and procedures for on-street City employee parking, subject to the following provisions: 
(a)                     The Director of the Department shall conduct a census of all available on-street parking spaces; 
(b)                     The Directors of the Department of Mobility and Infrastructure and Public Works shall work together to shall maintain a single database of all City employee parking; 
(c)                     The Controller shall have one (1) space assigned in Fourth Avenue Parking, to be distributed at her/his discretion; 
(d)                     City Council shall have ten (10) spaces assigned in Fourth Avenue Parking, to be distributed by the City Clerk; 
(e)                     All remaining spaces in Fourth Avenue Parking shall be assigned at the discretion of the Mayor.

§ 542.04 ENFORCEMENT.
The provisions of Chapter 542 shall be enforced pursuant to the provisions of Section 151.02(f) of the Pittsburgh Code of Ordinances.

Section 2.                     These Ordinances shall become effective January 1, 2024.
