Resolution authorizing and directing the Mayor and the Director of Public Works to enter into a Cooperation Agreement to allow for the City’s use of County equipment and radio frequencies.

 

Body

WHEREAS, the City purchased a replacement to the existing 800MHz radio system located at the Allegheny County’s transmitter facility at Emerald View Park (formerly called “Grand View Scenic Byway Park”)  requiring the use of the existing Allegheny County antenna, tower top amplifier, combiner and multicoupler systems; and

 

WHEREAS, the City owns Emerald View Park (formerly called Grand View Scenic Byway Park and  under a 2004 Agreement with the City, the Allegheny County transmitter facility is located in the Mt. Washington neighborhood section of the Park at 40◦ 25’ 30.41” N, 79◦ 59” 43.96” W. 

 

WHEREAS, the City desires to utilize the 800MHz radio frequencies owned by Allegheny County; now therefore

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and the Director of Public Works, on behalf of the City of Pittsburgh, are hereby authorized to enter into a Cooperation Agreement to allow for the City’s use of County equipment and radio frequencies.

 

Section 2.                     Under the Cooperation Agreement, the City will work closely with the County and will contact Allegheny County upon use of the building or tower, secure the site when using, provide equipment changes to Allegheny County prior to making those changes, including changing of transmit and receive frequencies, and should City equipment interfere with the performance, or causes interference to Allegheny County equipment, immediately cease operation.

 

Section 3.                     The Cooperation Agreement will be in place on the effective date of all signatures and will remain in place for five (5) years at which time Allegheny County will have the exclusive option to renew.   The total amount payable by the City under this Cooperation Agreement will be zero dollars ($0.00).
