WHEREAS, the City of Pittsburgh leads a cooperative effort of southwestern Pennsylvania local units of governments and nonprofit organizations that have leveraged their collective purchasing power since 2007 to reduce energy costs through economies of scale and has enabled flexible renewable energy purchase opportunities; and

 

WHEREAS, in 2025, the members of WPEC agreed to a 5-year Memorandum of Understanding (“2025-2030 MOU”) to continue its collaborative, aggregated electric supply purchasing strategy; and

 

WHEREAS, pursuant to the 2025-2030 MOU, WPEC procures electric supply via a dedicated PJM subaccount that is actively managed in consultation with an independent third-party subject matter expert, hereinafter “Energy Advisor”. The costs of the Energy Advisor’s portfolio management are shared amongst the WPEC Entities on a pro rata energy usage basis as determined and measured by the local electric distribution company in kilowatt hours; and

 

WHEREAS, the City has previously entered into an Energy Advisor Services Agreement that expires March 31, 2026; and

 

WHEREAS, the City conducted a competitive bid in 2025 for Energy Advisor Services that provides electric supply procurement services for WPEC; and

 

WHEREAS, after Enel X Advisory Services USA, LLC won said Energy Advisor Services competitive bid the City proceeded to enter into an Energy Advisor Services contract entitled “Energy Advisor Services Professional Services Agreement” with Enel X Advisory Services USA, LLC effective April 1, 2026 and expiring March 31, 2031; and

 

WHEREAS, the City requires continued electric supply services in order to meet its goals of reducing emissions, increasing renewable energy procurement and achieving greater financial savings.

 

Therefore, be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and Director of the Department of Public Works are hereby authorized, on behalf of the City of Pittsburgh, to enter into an Agreement or Agreements, or the use of existing Agreements, with Enel X Advisory Services USA, LLC (“Enel X”), for energy evaluation and consultant services in connection with the City’s aggregated purchase of electricity supply along with the members of the Western Pennsylvania Energy Consortium (“WPEC”).

 

Section 2.                      Said Agreement or Agreements shall not include not-to-exceed amounts due to the fact that compensation provided thereunder will be paid to Enel X Advisory Services USA, LLC from the City’s utility bills payable to the electric supply providers as identified below and according to the corresponding pricing schedule(s) attached thereto, chargeable to and payable from the following accounts in their respective budget years:

Section 3.                     Said Agreement or Agreements thereto shall be approved by the City Solicitor as to form.
