Title
Resolution directing the Department of City Planning to begin the process of dedicating various parcels listed in Attachment A in the Morningside and Stanton Heights neighborhoods as a City of Pittsburgh Greenway, to be named the Allegheny Valley Greenway.
Body
WHEREAS, hillside areas are some of the City of Pittsburgh's greatest assets and provide a beautiful "wall of green" for residents and visitors to enjoy, and
WHEREAS, these areas are often very steep and landslide prone and become unstable when disturbed for development, and
WHEREAS, providing and maintaining public infrastructure as well as city services to development in these areas is often inordinately difficult and expensive, and
WHEREAS, these areas can provide significant benefits to the proximate neighborhoods and the City as a whole if left undisturbed; such benefits include but are not limited to passive recreation opportunities, storm water management, erosion and sedimentation control, enhanced aesthetics, air quality improvements, a positive identifying neighborhood feature, and stabilizing or increasing property values, and
WHEREAS, The City of Pittsburgh will pursue consolidation and dedication of certain properties in the Morningside and Stanton Heights neighborhoods in order to create a permanent public passive open space (Greenway), and
WHEREAS, the City of Pittsburgh will assist the residents of the Morningside and Stanton Heights neighborhoods in clean-up of significant debris (dump sites or bulk items), the prevention of illegal dumping, and the hauling away of debris collected from the greenway by the neighborhood, and
WHEREAS, the residents of the Morningside and Stanton Heights neighborhoods resolve to assist the City of Pittsburgh in the promotion and development of a stewardship group to monitor the Allegheny Valley Greenway by:
· Assisting the City through greenway stewardship which will involve coordinating neighborhood volunteers for routine litter removal and clean-up efforts
· Solicit adjacent properties or easements that will protect and grow the Allegheny Valley Greenway
· Consult with the City's Parks and Recreation Department before undertaking any action in the Allegheny Valley Greenway beyond routine clean-up or maintenance
· Address the control of invasive plant species and promote appropriate supplemental plantings
· Provide appropriate support for trails, overlooks, or other features desired by the Morningside and Stanton Heights residents that the Parks and Recreation Department has approved to assure access and promote the enjoyment of the Allegheny Valley Greenway by the neighborhoods,
WHEREAS, the residents of Morningside and Stanton Heights neighborhoods do hereby petition the City of Pittsburgh to dedicate the parcels listed on Attachment A as a City of Pittsburgh Greenway to be named the Allegheny Valley Greenway.
Be it resolved by the Council of the City of Pittsburgh hereby enacts as follows:
Section 1. The Department of City Planning is hereby directed to begin the process of dedicating various parcels listed in Attachment A in the Morningside and Stanton Heights neighborhoods as a City of Pittsburgh Greenway, to be named the Allegheny Valley Greenway.
