Be it resolved by the Council of the City of Pittsburgh as follows:

 

Resolution 259 of 2013, entitled “Resolution authorizing and directing the City Controller to create a special trust fund, to be designated as the Police Secondary Employment Trust Fund, for the deposit of monies from Police Details, Secondary Employment, and Special Events cost recovery, and authorizing the use of monies deposited therein by the Department of Public Safety to cover premium pay reimbursement for Police Personnel and administrative costs related to the aforementioned activities only,” is hereby amended as follows:

 

Section 1.                     The City Controller is authorized and directed to create a special trust fund, at no cost to the City, to be designated as the Police Secondary Employment Trust Fund with JD Edwards job number 2100246700, into which any and all monies collected from Police Details, Secondary Employment, Special Events cost recovery, and any and all administrative charges associated with the administration and implementation of programs that require the provision of police services on a premium pay basis. All reimbursements for Police Premium Pay Details shall be deposited by the Department of Public Safety in a manner prescribed by the Director of Finance into said trust fund.

 

Section 2.                     Reimbursements to Police personnel for Details, Secondary Employment, and/or Special Events, including pay and related taxes paid by the employer, may be paid directly from this trust fund or via a different City funding source.

 

Section 3.                     Expenses related to the administration of Police Details, Secondary Employment, and/or Special Events programming may be paid directly from this trust fund or via a different City funding source.

 

Section 4.                     The Trust Fund shall be subject to an annual review. If any funds remain in said trust fund upon the closing of the trust fund, all such funds shall be returned to the General Fund.
