Resolution authorizing the filing of a proposal for Main Street Program designation of Centre Ave with the Department of Community and Economic Development.

WHEREAS, the City of Pittsburgh is a Pennsylvania city with address at 414 Grant Street Pittsburgh, Pennsylvania (hereinafter referred to as the City); and,
WHEREAS, Pittsburgh City Council has determined that it is in the public interest that the Centre Avenue corridor (as defined and identified on the map attached hereto as Exhibit A) be maintained, improved, and revitalized as an important community hub, mixed-use area commercial and economic center; and,
WHEREAS, The Hill Community Development Corporation (Hill CDC), with address at 2015-17 Centre Avenue Pittsburgh, Pennsylvania 15219, is a nonprofit corporation that promotes and develops programs and projects to revitalize the City’s Greater Hill District Neighborhood and Centre Avenue Corridor; and,
WHEREAS, Hill CDC shares the City Council’s desire to revitalize the Centre Avenue corridor; and,
WHEREAS, Hill CDC has begun a process to plan and implement a revitalization project for the Centre Avenue corridor by preparing both a vision statement and a five-year action strategy required by the Pennsylvania Department of Community and Economic Development (DCED) for the project to qualify for and be designated by DCED as a Main Street Program; and,
WHEREAS, City Council has reviewed the aforementioned vision statement and action strategy and desires to both approve and support the request for Main Street Program designation, pending its designation by DCED with Hill CDC.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. City Council acknowledges the creation of the vision statement and five-year action strategy as required by the Commonwealth’s Keystone Community Program guidelines and supports these documents as the current plan for the revitalization of the Centre Avenue corridor of the City of Pittsburgh.
Section 2. City Council acknowledges and supports the designation of the Hill CDC to act as the organization with primary responsibility for implementing the Main Street program effort if designated.
Section 3. City Council will support the implementation efforts of THE Hill CDC by allowing and encouraging appropriate municipal elected officials and staff to serve on the board and committees of the Hill CDC as requested and as necessary.
Section 4. Pending official notification to DCED that the proposed project has been designated a Main Street Program, City Council intends to enter into a Cooperation Agreement with Hill CDC to define fiscal roles and services necessary to implement the Main Street Program.
Section 5. The City Clerk’s Office is directed to furnish a certified copy of this resolution to the DCED.
