Title
Resolution amending the Rules of Council, RULE IX and X, by making various changes to the Standing Committees of Council,
Body
Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
Section 1. The Rules of Council are hereby amended as follows:
RULE IX
There shall be the following standing committees:
Committee on Finance, Law and Purchasing, which shall have the charge of and jurisdiction over all ordinances, resolutions, bills, papers and other matters relating to finances, taxation and the indebtedness of the City, and the appropriation of moneys or the payment of moneys not provided for by previous authority of law; the lease, purchase and sale of real estate of the City of Pittsburgh; the creation of offices or portions of any kind; the regulation of salaries, fixing the number and pay of employees; the care and control of the public funds, and all other legal and financial business of the City government; and such other business as may be referred to it by the Council; provided, however, that where money has been specifically appropriated by the Council for any of the purposes of the departments of the City government, that thereafter any matter relating thereto shall be referred to the committee of the proper department, and the said committee shall have complete charge and jurisdiction thereof. The Committee shall oversee the activities of Personnel and the Law Department and all matters related to the purchase of supplies, material and equipment; including annual purchasing contracts for procurement and contract services. All communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council Member serving on the authority's governing body.
Committee on Public Works and Environmental Services, which shall have charge of and jurisdiction over all ordinances, resolutions, bills, or papers affecting or pertaining to the public works and environmental services, as far as relate to 1) streets, highways, bridges, laying out, and establishing the grade of public highways and vacating the public highways of the City and granting of franchises or rights of way to corporations; and 2) collection and disposition of residential solid waste, recycling policy, animal control program, environmental control program including neighborhood clean-up campaigns and, oversee the Mayor's Complaint Center as it relates to the provision of quality of service to all residents and customers. All communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council Member serving on the authority's governing body.
Committee on Facilities, Technology and the Arts, which shall have charge of an jurisdiction over all ordinances, resolutions, bills or papers affecting or pertaining to Libraries and the Department of General Services and the management and supervision of all City land and buildings; the supervision of contract work in connection with the construction or repair of all city buildings, the supervision of any and all personnel associated with the operation and effective maintenance of all city buildings, oversight of the annual B-contracts, Cable Bureau and cable contract(s), City Information Systems (CIS), the Art Commission, and the city's Minority and Women Business Enterprise Committee and policy effectiveness. All communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council Member serving on the authority's governing body.
Committee on Engineering, Fleet and Forestry, which shall have charge of and jurisdiction over all ordinances, resolutions, bills, or papers affecting or pertaining to Engineering, Fleet and Forestry and matters relating to all Capital Improvement Projects within the city's yearly and multi-year capital improvement program. The Committee shall oversee the maintenance, care, repair and alteration of all city-owned fleet and equipment. In addition, the committee shall also have jurisdiction over all city-related matters pertaining to forestry and the Shade Tree Trust Fund. All Communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council Members serving on the authority's governing body.
Committee on Planning, Zoning and Land Use, which shall have charge of and jurisdiction over all ordinances, resolutions, bills, or papers affecting or pertaining to the zoning code, conditional use applications, historical designation process, land use policy, planning and redevelopment of any area or section of the City, riverfront development, consultant studies, Pittsburgh-Allegheny County Information System (PAGIS), and other matters pertaining to the activities of the planning department. All communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council Member serving on the authority's governing body.
Committee on Housing, Economic Development and Promotion, which shall have charge of and jurisdiction over all ordinances, resolutions, bills, or papers affecting or pertaining to housing, economic development and promotion and the activities of the city's redevelopment authority and the Mayor's development fund initiative, the Community Development Block Grant (CDBG) allocation, small business initiatives such as street face and the Neighborhood Business District Revitalization (NBDR) program, the annual application process for Department of Community Affairs (DCA) funding, oversight of the Human Relations Commission, oversight of the city's marketing and promotion activities. All communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council member serving on the authority's governing body.
Committee on Parks, Recreation and Youth Policy, which shall have charge of and jurisdiction over all ordinances, resolutions, bills or papers pertaining to the public parks and recreational activities and programs, city senior centers and Advocacy Council, city sponsored after-school based programs, Pittsburgh Youth Initiative, JTPA, community employment centers
and the summer and year round youth employment initiatives. All communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council Member serving on the authority's governing body.
Committee on Public Safety Services, which shall have charge of and jurisdiction over all ordinances, resolutions, bills, papers and other matters of every kind pertaining to the business of the Bureau of Police, Fire, Emergency Medical Services, Emergency Operations and Communications, public safety administration, and Bureau of Building Inspection (BBI), and all such other matters pertaining to the public safety as the Council may direct. All communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council Member serving on the authority's governing body.
Committee on Hearings, which shall have charge of and jurisdiction over the scheduling of public meetings, including Public Hearings and Post Agenda meetings. All communications or matters to be brought forward to Council from any of the City authorities shall be directed to the respective Council Member serving on the authority's governing body.
RULE X
All Standing Committees of Council shall meet on the day appointed therefore by Ordinance.
Committees will meet in the following order, except as otherwise provided by order of Council or any Committee thereof;
1. Committee on Finance, Law and Purchasing
2. Committee on Public Works and Environmental Services
3. Committee on Facilities, Technology and the Arts
4. Committee on Engineering, Fleet and Forestry
5. Committee on Planning, Zoning and Land Use
6. Committee on Housing, Economic Development and Promotion
7. Committee on Parks, Recreation and Youth Policy
8. Committee on Public Safety Services
9. Committee on Hearings
