Ordinance authorizing the City of Pittsburgh (“City”) to enter into an Intergovernmental Cooperation Agreement with the Borough of Mount Oliver (“Borough”) with regard to the City providing emergency medical services to the Borough pursuant to the General Local Government Code, 53 Pa. C.S. §§2301 et seq. Compensation shall be $45,000 over a three-year term.

WHEREAS, the City and Borough seek to establish an cooperative arrangement by entering into an Intergovernmental Cooperation Agreement or Agreements with regard to emergency medical services for a three-year term commencing January 1, 2021 and expiring December 31, 2023; and
WHEREAS, in conjunction with said Intergovernmental Cooperation Agreement or Agreements the parties must each enact an ordinance authorizing such intergovernmental cooperation.
Be it resolved by the Council of the City of Pittsburgh as follows:
SECTION 1 - CONDITIONS OF AGREEMENT
The Mayor and the Director of Public Safety are hereby authorized to enter into a Cooperation Agreement with the Borough of Mount Oliver to provide emergency medical services pursuant to the General Local Government Code, 53 Pa. C.S. §§2301 et seq.
SECTION 2 - DURATION OF AGREEMENT
Said Agreement(s) shall be for a term of three years, commencing on January 1, 2021 and ending on December 31, 2023.
SECTION 3 - PURPOSES AND OBJECTIVES
Pursuant to 53 P.S. §2305, the City of Pittsburgh hereby resolves to enter into an Intergovernmental Cooperation Agreement or Agreements with the Borough of Mount Oliver for providing emergency medical services thereto.
SECTION 4 - FINANCING
Pursuant to 53 P.S. §2307(4), and in consideration of the services that must be financed pursuant to this Agreement, the Borough shall pay the City a fixed annual amount of FIFTEEN THOUSAND DOLLARS ($15,000) per year over a three-year period, totaling FORTY-FIVE THOUSAND DOLLARS ($45,000). Revenue will be posted to the following JDE Account:

SECTION 5 - ORGANIZATIONAL STRUCTURE
Services provided by the City as authorized hereunder are organized under its Department of Public Safety, Bureau of Emergency Medical Services.
SECTION 6 - REAL/PERSONAL PROPERTY
All property involved in the performance of said Agreement(s) is owned by the City of Pittsburgh.
SECTION 7 - GROUP INSURANCE/EMPLOYEE BENEFITS
Pursuant to 53 P.S. §2307(7), to the extent any entity created is hereunder it shall be empowered to enter into contracts for policies of group insurance and employee benefits, including Social Security, for its employees.
SECTION 8 - MISCELLANEOUS
All resolutions and ordinances or portions thereof that are inconsistent herewith are hereby repealed to the extent of such inconsistency.
Said Intergovernmental Cooperation Agreement(s) shall be in a form approved by the City Solicitor.
