Title
Resolution requesting all authorities under the purview of the City of Pittsburgh institute a wage freeze prohibiting any increases in salary for any and all employees with the exception of those under a collective bargaining agreement that mandates an increase for the 2004 fiscal year, and further requesting that all monies reserved pursuant to this request be directed and utilized by the City of Pittsburgh Department of Parks and Recreation for utilization of swimming pools for the 2004 season.
 
Body
WHEREAS, due to the dire fiscal state of the City, which has included extensive employee terminations and reductions in services as well as tax increases, City Council declares it imprudent for employees of the City's Authorities to realize pay increases during this crisis.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  That the Council of the City of Pittsburgh hereby requests that all authorities under the purview of the City of Pittsburgh; including the Urban Redevelopment Authority (URA), the Pittsburgh Housing Authority, The Sports and Exhibition Authority, The Pittsburgh Water and Sewer Authority, the Pittsburgh Public Parking Authority and the Allegheny County Sanitary Authority (ALCOSAN) institute a wage freeze prohibiting any increases in salary for any and all employees with the exception of those under a collective bargaining agreement that mandates an increase for the 2004 fiscal year.
 
Section 2.  Further, it is requested that the aggregate amount of salary increases from March 1, 2004 to December 31, 2004 that are frozen at the 2003 level be transferred to the City General Fund as an additional payment in lieu of taxes (PILOT)  the City of Pittsburgh Department of Parks and Recreation for utilization towards swimming pools for the 2004 season.
 
 
NOTE: I do hereby certify that the foregoing Ordinance duly engrossed and certified, was delivered by me to the Mayor for his approval of disapproval and that the Mayor failed to approve or disapprove the same, whereupon it became law without his approval, under the provisons of the Act of the Assembly in such case made and provided.
