Title

             WHEREAS, the City of Pittsburgh Commission on Human Relations currently, and for many years prior, has held a contract with the U.S. Department of Housing & Urban Development for the investigation and processing of housing discrimination cases under the terms of Section 816 of Title VIII of the 1968 Civil Rights Act, as amended; and
              WHEREAS, the terms of said contract with the U.S. Department of Housing & Urban Development designate the City of Pittsburgh Commission on Human Relations as a Substantially Equivalent Agency and Fair Housing Assistance Program (FHAP) agency, and as such, from time to time invite the City of Pittsburgh Commission on Human Relations to submit specific proposals for consideration for additional funding which may enhance and/or augment the work already being performed by the City of Pittsburgh Commission on Human Relations in the area of fair housing; and
              WHEREAS, the City of Pittsburgh Commission on Human Relations recently submitted a proposal for the research, investigation and final report involving the success or failure of a specific population of the City of Pittsburgh, which was approved for funding by the U.S. Department of Housing & Urban Development; and
              WHEREAS, the terms of said proposal require that the City of Pittsburgh Commission on Human Relations to enter into a partnership with the University of Pittsburgh Center for Metropolitan Studies to provide the City of Pittsburgh Commission on Human Relations with specific expertise needed to fulfill the conditions of the approved proposal; and
       WHEREAS, such community partnerships are approved, and in this case required, under the terms of the City of Pittsburgh Commission on Human Relations' contract with the U.S. Department of Housing & Urban Development in order to fulfill obligations to affirmatively further fair housing; and
            WHEREAS, is it prudent and necessary for the City of Pittsburgh Commission on Human Relations to enter into an Agreement specifying the nature of the work to be completed by the University of Pittsburgh Center for Metropolitan Studies, and outlining a process of compensation for work completed;

Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.          The Mayor and the Director of the Commission on Human Relations, on behalf of the City of Pittsburgh, are hereby authorized to accept a grant from the U.S. Department of Housing & Urban Development (HUD) for a specific proposal submitted by the City of Pittsburgh Commission on Human Relations that addresses fair housing practices in the City of Pittsburgh, and approved by HUD in the amount of $64,985. Approximately 15% of this funding will be reserved for in-house costs incurred by the Commission on Human Relations for the administration and management of the research and subsequent fair housing outreach.
 
Section 2.          The City Treasurer is hereby authorized and directed to deposit funds received from HUD in connection with the aforementioned grant, designated by the JD Edwards financial management system as item number 566000, into an existing bank account, maintained by the City Controller, identified as the HUD-FHP Trust Fund, designated as 1050263000.45703.
 
Section 3.          The Mayor and Director of the City of Pittsburgh Commission on Human Relations, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Agreement, in form approved by the City Solicitor, with the University of Pittsburgh Center for Metropolitan Studies for research required in connection with fulfilling the conditions of the aforesaid proposal approved by the U.S. Department of Housing & Urban Development.
 
 
The costs under said Agreement with the University of Pittsburgh Center for Metropolitan Studies will include professional and technical fees, supplies, research reports and recommendations to improve fair housing choice, as well as in-house costs not to exceed $64,985, chargeable to and payable from the HUD-FHP Trust Fund, designated by the JD Edwards financial management system as 1050263000.58101.00, item number 1593 (Community Development & Outreach).  The work will take place during the 2012 and 2013 budget years.
