Title: WHEREAS, members of Pittsburgh City Council endeavor to remain open-minded in connection with labor dispute within our City, relying on the collective bargaining process and the good will and good faith of Employers and Labor Organizations to reach fair and equitable solutions to their goals and resolution of disputes; and WHEREAS, Council has become aware of a labor relations dispute occurring in our City which has affected commerce and disrupted the lives and interests of our City's citizens and others who are impacted by such a dispute in our Municipality; and WHEREAS, this dispute relates to significant construction activities being conducted in downtown Pittsburgh, involving an Ohio contractor, SET, INC., which has brought in out-of-state workers on a public project involving the renovation of Point State Park, for which public monies are being paid; and WHEREAS, there is underemployment of citizens from our City and area who are fully capable of performing the work funct...

Title
WHEREAS, members of Pittsburgh City Council endeavor to remain open-minded in connection with labor dispute within our City, relying on the collective bargaining process and the good will and good faith of Employers and Labor Organizations to reach fair and equitable solutions to their goals and resolution of disputes; and
 
WHEREAS, Council has become aware of a labor relations dispute occurring in our City which has affected commerce and disrupted the lives and interests of our City's citizens and others who are impacted by such a dispute in our Municipality; and
 
WHEREAS, this dispute relates to significant construction activities being conducted in downtown Pittsburgh, involving an Ohio contractor, SET, INC., which has brought in out-of-state workers on a public project involving the renovation of Point State Park, for which public monies are being paid; and
 
WHEREAS, there is underemployment of citizens from our City and area who are fully capable of performing the work functions on the aforesaid project in our City, which are now being performed by individuals from other areas and states who are employed on the project by SET, INC; and
 
WHEREAS, Council is aware that representatives of local Labor Organizations have contacted SET, INC., about efforts to obtain employment of qualified residents of our City and area to perform services on this project, but that SET, INC., has repeatedly failed to properly respond to efforts to meet and discuss such subjects with those local Labor Organizations; and
 
WHEREAS, this Council strongly supports the employment of residents of our City and area, particularly on publicly funded projects in our City, and also supports the process of collective bargaining;
 
NOW THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh strongly rebukes the failure by SET, INC., to meet with area Labor Organizations for good faith discussions regarding matters of staffing of the renovation project in Point State Park; and
 
BE IT FURTHER RESOLVED, that Council urges SET, INC., to cease refusing to meet with area Labor Organizations, and urges SET, INC., to agree to equitable terms and conditions with such Labor Organizations for the employment of Pittsburgh and area residents on the aforesaid project.
