Title
Resolution authorizing and directing the Mayor and the Directors of the Departments of Finance and Personnel to enter into negotiations with Allegheny County for the purpose of furthering a shared services environment through centralizing claim management of workers compensation insurance, employee health care and other similar matters, including but not limited to the administration of civil service testing, standardization of job descriptions, and legal advertising.
 
Body
WHEREAS, the City of Pittsburgh is committed to fiscal efficiency and actively seeks ways to promote cost control while providing a high-quality work environment for employed public servants to benefit our citizens; and,
 
WHEREAS, the leveraged opportunity created through joint City and County purchasing services, in addition to proposed combined goods purchasing, directly reduces expenses while increasing efficiency; and,
 
WHEREAS, the County has been successful in managing workers compensation and healthcare across a wide spectrum of employees and is uniquely positioned to be a service provider for municipalities in the areas of employee benefits such as Health Care insurance and management of Workers Compensation Claims.  
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Council of the City of Pittsburgh authorizes and directs the Mayor and the Directors of the Departments of Finance and Personnel to enter into negotiations between the City of Pittsburgh and Allegheny County, for the purpose of centralizing the City/County management of workers compensation matters, including but not limited to claim management and the aggregate purchase of employee medical, dental, vision and life insurance.  
 
Section 2.      The Council encourages both the Mayor and County Executive to explore the joint purchase and or administration of other personnel matters such as, but not limited to, the administration of civil service testing, standardization of job descriptions, legal advertising, and other matters of common concern in order to further take advantage of the shared services environment that the Mayor is developing between the City and the County.
 
Furthermore, the Council encourages the Mayor and County Executive to explore the possibility of providing these and similar administrative services to municipalities throughout Allegheny County.
 
Section 3.      Any resulting Cooperation Agreements shall be approved by the City Solicitor as to form and substance and submitted to Council for final approval.
