Title

Ordinance amending the Pittsburgh Code, Title One-Administrative, Article IX-Boards, Commissions and Authorities, by adding a new section Chapter 178B in order to create a Propel Pittsburgh Commission.

 

Body

Whereas, the retention and attraction of young professionals and young people between the ages of (20-34) have become a very important issue and, thus, the City of Pittsburgh has an obligation to focus attention and resources on issues affecting our City's young adults and young professionals, but not limited to, providing an opportunity for young citizens and young professionals to provide input to the City of Pittsburgh on economical, social, political, cultural, diversity, and clean and safe matters to help meet the needs of our city's young adults and young professionals; and

 

Whereas, the young adults and young professionals are the future of the City of Pittsburgh and are an invaluable resource that must be heard from and included in the decision making process of the city of Pittsburgh and its government; and

 

Whereas, Mayor Luke Ravenstahl and the City of Pittsburgh are committed to working with young adults and young professionals to address their concerns and needs and to ensure that the needs and concerns of young adults and young professionals are addressed in a comprehensive and meaningful way through the establishment of a commission to address the same; and

 

Whereas, it is the desire of Mayor Luke Ravenstahl to establish the Propel Pittsburgh Commission consisting of young adults and young professionals who are dedicated to meeting the concerns and needs of the City of Pittsburgh's young adults and young professionals to ensure participation in government, identify or create programmatic or policy opportunities to address those prioritized needs and to inform elected and appointed officials representing young people about programmatic and policy opportunities to help the young adults and young professionals of Pittsburgh become engaged, connected, and play a major role in continuing to move the City of Pittsburgh forward.

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1. By adding a new chapter Chapter 178B, entitled Propel Pittsburgh Commission, of the Pittsburgh City Code, as follows:

 

§178B.01                                          Propel Pittsburgh Commission

 

The Propel Pittsburgh Commission shall consist of a diverse group of 35 City of Pittsburgh residents who are between the ages of 20-34 at the beginning their term, selected from the community at large.  The composition shall be established to allow representatives of City Council to nominate (1) representative from their respective council district.  The other 26 will be appointed by the Mayor and confirmed by Council.

 

 

§178B.02                                          Propel Pittsburgh Commission; Meetings and Chair

 

The Mayor shall serve as the Chair of the Propel Pittsburgh Commission and has the opportunity to designate a Co-Chair if deemed necessary.  The Propel Pittsburgh Commission shall meet at least every other month and may establish committees as deemed necessary.  The membership of each committee shall include no less than one member of the Propel Pittsburgh Commission with the membership and the chair of each committee being appointed by the Mayor.

 

§178B.03                                          Propel Pittsburgh Commission; Vacancy

 

The term of each member shall be for three years.  Their successors shall be appointed on the expiration of their respective terms.  The appointment to fill a vacancy shall be only for the unexpired portion of the term.

 

§178B.04                                          Propel Pittsburgh Commission; Regulations

 

(a.)                     A simple majority constitutes a quorum.

(b.)                     The Propel Pittsburgh Commission shall establish regulations for its own organization and procedure, consistent with the laws of the commonwealth and of this code.

(c.)                     Members shall serve without compensation.

 

§178B.05                                          Propel Pittsburgh Commission; Powers and Duties

 

The Propel Pittsburgh Commission shall have the responsibility, duty and power to address the needs of young adults and young professionals; to identify or propose the creation of policies and programmatic opportunities; to address those needs and to inform the necessary elected and appointed officials of those needs.  As well the Propel Pittsburgh Commission shall serve as the meaningful voice to ensure that young adults and young professionals are being engaged with the City of Pittsburgh.  The Propel Pittsburgh Commission shall report in writing quarterly to the Mayor and Council on its recommendations and suggestions.

 

§ 178B.06                                                                                                         Effective Date

 

The ordinance shall become effective upon the date the Mayor's signature.
