Resolution authorizing the Mayor and the Director of the Department of Public Works to enter into an Agreement or Agreements with Henningson Durham & Richardson of Pennsylvania Architects & Engineers P.C. (HDR) for costs associated with the Master Plan of a Public Safety training campus, and providing for the payment of costs thereof, not to exceed One Million Eight Hundred Thousand Dollars ($1,800,000.00), over a period of two (2) years.

Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of Public Works, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Agreement or Agreements with Henningson Durham & Richardson of Pennsylvania Architects & Engineers P.C. (HDR) for costs associated with the Master Plan of a Public Safety training campus, and providing for the payment of costs thereof, not to exceed One Million Eight Hundred Thousand Dollars ($1,800,000.00). Funds for said agreement shall be chargeable and payable from the following capital job numbers, subject to appropriation in future budget years by City Council:

Section 2. Form of Agreement
Said Agreement or Agreements shall be approved by the City Solicitor as to form.
Section 3. Additional Conditions of Approval
A. The Master Plan shall include the following facilities and uses to be planned:
a. Training Classrooms for all Bureaus, including conference center
b. Emergency vehicle operations course
c. Evidence warehouse
d. Fire burn tower
e. Indoor multipurpose training and wellness spaces, including indoor pool and locker rooms
f. Indoor firing range
g. K-9 training facility
h. Outdoor multipurpose training areas
i. Salt and winter weather equipment storage
j. Animal Care & Control administration
k. Emergency vehicle storage and garage, including SDD satellite office
l. EMS administration
m. Fire / Emergency Management administration, including backup 911 Center
n. Public Safety warehouse
B. The Master Plan shall exclude the following facilities and uses from planning:
a. Facilities to accommodate coordination or collocation with federal law enforcement agencies where the use and access would not be governed by a separately authorized agreement(s).
b. Facilities to accommodate coordination or training with agents of foreign militaries, intelligence services, or law enforcement agencies where the use or access would not be governed by a separately authorized agreement(s).
c. Any built or simulated environment where the intended purpose is to:
i. Replicate urban warfare, not law enforcement; and/or
ii. Trains officers to navigate the City of Pittsburgh or urban environments as an occupying force; and/or
iii. Encourage interactions with residents outside of the Principals of Procedural Justice, or in violation of due process.
C. The Master Plan shall, to greatest extent possible, allow for:
a. Community access to site facilities, including but not limited to:
i. Pool(s)
ii. Gym, fitness, and other athletic facilities
iii. Classrooms and gathering spaces
iv. Driving track
v. Firing range
vi. Other facilities where community health, recreation, education, or civic activities could reasonably be conducted
b. Ensuring effective coordination with volunteer emergency preparedness groups can take place on-site.
c. Comply with the terms and conditions of Pittsburgh City Code, Title 13 - Stormwater Management
D. The contractor selected for development of the Master Plan shall:
a. Engage the public throughout the planning process
b. At the request of City Council, participate in any public hearing held by City on the subject of the public safety campus, including the one referenced in Section 3G of this resolution.
E. The contractor selected for the development of the Master Plan shall not:
a. Surveille or utilize counter-operation measures such as monitoring of Pittsburgh residents’ online or in-person activities, like social media presence and commentary or in-person meeting participation, to manipulate public opinion of the project.
F. The Mayor or Director of Public Works shall transmit the completed Master Plan to Council
G. City Council, following receipt of the completed Master Plan, shall hold a public hearing on the subject of the Master Plan before affirmatively considering any legislation that would dedicate additional City Funding to the advancement of the Campus, as laid out in the Master Plan.
