Title
Resolution authorizing the Mayor to enter into a grant agreement with the Commonwealth of Pennsylvania's Department of Conservation and Natural Resources to receive monies to construct the Route 28/Three Rivers Heritage Trail and further providing for legitimate expenditures for payments and agreement or agreements, or contract or contracts for any services required in connection with the execution of said grant agreement. Said agreement or agreements, contract or contracts or expenditures shall not exceed $ 1,000,000.

Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of Public Works are hereby authorized to enter into a Grant Agreement with the Commonwealth of Pennsylvania's Department of Conservation and Natural Resources for the receipt of grant monies in the amount of One Million Dollars ($ 1,000,000). These funds will be used to construct the Route 28/Three Rivers Heritage Trail. The Grant Agreement shall be approved as to form and substance by the City Solicitor and monies shall be deposited into the Grants Trust Fund: Account 450500, Fund 2940, Org 400000, Project PR10010, Budget Year 2007, Department of Public Works - Bureau of Transportation and Engineering.
Section 2. The Director of Public Works, on behalf of the City of Pittsburgh, is hereby further authorized to enter into agreement or agreements, contract or contracts, and to make all legitimate expenditures required under the terms and conditions of the Grant Agreement with the Commonwealth of Pennsylvania's Department of Conservation and Natural Resources outlined in Section 1 of this resolution. Said agreement or agreements, contract or contracts, or expenditures shall not exceed One Million Dollars ($ 1,000,000) chargeable to and payable from the Grants Trust Fund: Fund 2940, Org 400000, Project PR10010, Budget Year 2007, Department of Public Works - Bureau of Transportation and Engineering.
Section 3. The Controller's Office is hereby authorized to periodically increase the project budget for interest income earned on the grant and to transfer such funds and make them available for legitimate expenditure under the terms and conditions of the Grant Agreement. The Grant Agreement requires that interest earnings be allocated and applied to the project.
