Title
Ordinance amending and supplementing the Pittsburgh Code of Ordinances, Title One, Administrative, Article Three, Organization, by adding a new Chapter, Chapter 115, Department of Public Health, and attaching its functions to the Bureau of Building Inspection.

WHEREAS, Section 208 of the City of Pittsburgh's Home Rule Charter permits units of government to be established, revised or abolished by ordinance introduced by the Mayor or City Council; and,
WHEREAS, Section 102 of the Charter defines "unit of government" as including "any subdivision of City government including any department, bureau, division, board, commission or magistrate court"; and,
The Council of the City of Pittsburgh hereby enacts as follows:
Section 1. The Pittsburgh Code of Ordinances, Title One, Administrative, Article Three, Organization, is hereby amended and supplemented by adding Chapter 115 Department of Public Health.
CHAPTER 115 - Department of Public Health
§ 115.01 Jurisdiction of the Department of Public Health
Pursuant to 53 P.S. § 22701, The Department of Public Health is hereby re-established, and declared as a subordinate division of the Department of Public Safety and is subject to the supervision of the Director of Public Safety. Any Acts of Assembly or Ordinances which refer to either a Department of Public Health or a Bureau of Public Health shall mean the Department of Public Health.
§ 115.02 Director as Head.
(a) The Department of Public Health shall be under the charge of the, Director, who shall be the Chief of the Bureau of Building Inspection, and head thereof.
(b) The Director, with the approval of the Mayor, subject to annual appropriations by Council, may appoint a Deputy Chief who is a trained and certified public health professional.
§ 115.03 Powers and Duties of Department.
The Department of Public Health shall have the powers and duties set forth in the Acts of Assembly pertaining to cities and cities of the second class, and all powers and duties assigned by law to the Department or Bureau of Public Health shall be carried out by the Bureau of Building Inspection.
