Title
Ordinance directing the Allegheny County Board of Elections to place before the qualified voters of the City of Pittsburgh at the 2017 November General Election a referendum question amending and supplementing the Pittsburgh Home Rule Charter, Article VII - Personnel, Section 707 - Multiple Employment Prohibited, by adding new subsections f & g, which will allow City employees to be scholastic sports coaches in part-time positions with the Pittsburgh Public Schools, and part-time educational positions at public institutions of higher learning.

Whereas; in order to accommodate any potential shortages in qualified coaching positions in a variety of athletic programming, including but not limited to aquatics, City employees who have been trained and have obtained the proper credentials should have the ability to help fill those vacancies on a part-time basis; and,
Whereas; City employees who have developed expertise in a specific field should have the ability to share that expertise at public institutions of higher learning, and be compensated; and,
Whereas; the Department of Personnel and Civil Service shall develop specific policies and enforcement procedures to ensure employee integrity and compliance.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Allegheny County Board of Elections is hereby directed to place before the qualified voters of the City of Pittsburgh at the 2017 November General Election a referendum question as follows:
“Shall the City of Pittsburgh Home Rule Charter, Article Seven, Personnel, Section 707 be amended and supplemented by adding subsections f & g as follows:
Section 707. MULTIPLE EMPLOYMENT PROHIBITED.
No person shall hold more than one compensated position in City government and no compensated city employee shall hold a compensated position in any other government except as follows:
f. part-time athletic coaches in a public school system.
g. part-time educational positions at public institutions of higher learning.
For each exception the Department of Personnel shall develop a strict multiple employment policy and enforcement procedure to ensure employee integrity and compliance.”
