Title: NOW THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh hereby wishes to commend the honorees of NOBLE's William H. Moore Awards and Scholarship Banquet for their continued efforts to recognize law enforcement officers, who seek to make a positive difference within their communities.

WHEREAS the National Organization of Black Law Enforcement Executives (NOBLE) was founded in 1976 to ensure equity in the administration of justice, in the provision of public service to all communities, and to serve as the conscience of law enforcement by being committed to justice by action;
 
WHEREAS on Saturday, October 21st, 2006, at 6:00 p.m., the Pittsburgh Chapter of the National Organization of Black Law Enforcement Executives will hold its 6th Annual William H. Moore Awards and Scholarship Banquet at the Marriot City Center Hotel, located at 112 Washington Place; and
 
WHEREAS this banquet will be held in honor of retired Pittsburgh Police Chief William H. Moore, one of the sixty founding fathers of NOBLE and the first African American Police Chief for the City of Pittsburgh; and
 
WHEREAS the Pittsburgh Chapter of NOBLE honors Chief Moore each year for his contributions to both the City of Pittsburgh and to NOBLE itself, by presenting deserving individuals with the William H. Moore "Award for Excellence"; and
 
WHEREAS NOBLE will also recognize individuals working in the law enforcement field, who support peace keeping initiatives that demonstrate this year's theme of "NOBLE, Recognizing Our Back Up"; and
 
WHEREAS the 2006 Award recipients include Ms. Pat Morgan, Director of the Police Officers' Support Team; Mrs. LaVerne Baker Hotep, Director of Community Education and Outreach for the Center for Victims of Violence and Crime; Captain Edwina Jennings, Allegheny County Jail; Mr. Stan Geier, Vice President of Lamar Companies; and "Pittsburgh Police Officer of the Year," Stacey Hawthorne-Bey; and
 
WHEREAS selected students who have excelled in the study of criminal justice and who show promise in the criminal justice field will also be presented with scholarship awards at this year's banquet.
