Whereas, according to research from the Bureau of Justice Statistics, 10% of the people who have contact with the police feel they have are mistreated; and,
Whereas, 83% of people who had force used on them by the police felt that force was excessive; and,
Whereas, the profession of law enforcement requires a personal anima that sees others as people is rooted in integrity, buttressed by courage and expressed as unconditional respect for all; and,
Whereas, the Unconditional Respect Project's training teaches police officers to treat everyone they encounter, including law breakers with "unconditional respect"; and,
Whereas, the Unconditional Respect Project's training assists law enforcement organizations build a culture that is renowned for integrity; and,
Whereas, the Unconditional Respect Project's training helps create a safe, effective and proactive police workforce; and,
Whereas, the Unconditional Respect Project's training educates  law enforcement officers on how to get more crime-fighting benefits from their contact with citizens; and,
Whereas, Unconditional Respect Project's training enhances police officers' personal safety; and,
Whereas, Unconditional Respect Project's training will, over time, mitigate community hostility, encourage citizen cooperation, improve crime statistics and reduce complaints and lawsuits.
 
Be it therefore resolved that the Council of the City of Pittsburgh enacts as follows:
Section 1.  The Director of Public Safety and the Solicitor, in a form approved by the Solicitor, are hereby authorized to enter into a "sole-source" professional services agreement with Unleashing Respect Project, Inc. for the purpose of designing and implementing a comprehensive police-community partnership program.  Cost not to exceed one hundred fifty thousand dollars ($150,000).
Section 2.  The Controller is hereby authorized to make all necessary payments from Department of Public Safety - Bureau of Administration, Professional and Technical Services, Professional Services, JDE Account 210000.53901
