Title

Resolution amending Resolution 501 of 2023, which authorized an amended Agreement or Agreements with the Urban Redevelopment Authority of Pittsburgh (“URA”) for the completion of projects approved in the City of Pittsburgh’s American Rescue Plan, by realigning project line items to ensure spending deadlines are met.

 

Body

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.  Resolution 501 of 2023, entitled “Resolution amending Resolution 411 of 2022, which authorized an amended Agreement or Agreements with the Urban Redevelopment Authority of Pittsburgh (“URA”) for the completion of projects approved in the City of Pittsburgh’s American Rescue Plan, by decreasing the not-to-exceed amount by One Million Dollars to Seventy-One Million Eight Hundred Seventy-Eight Thousand Seven Hundred Eleven Dollars ($71,878,711.00) and by aligning project lines accordingly” is hereby amended as follows:

 

Section 1.                     The Mayor and the Director of the Office of Management and Budget, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Agreement or Agreements with the Urban Redevelopment Authority of Pittsburgh for the completion of initiatives approved in the City of Pittsburgh’s American Rescue Plan, at a cost not to exceed Seventy-One Million Eight Hundred Seventy-Eight Thousand Seven Hundred and Eleven Seventy Million One Hundred and Thirty-Five Thousand Four Hundred and Eighty-One Dollars ($71,878,711.00 $70,135,481 ).

 

Sixty-Nine Eight Million Eight Hundred Seventy-Eight Thousand Seven Hundred and Eleven One Hundred and Thirty-Five Thousand Four Hundred and Eighty-One Dollars ($69,878,711.00 $68,135,481), for all initiatives except for the Hays Woods park acquisition, shall be paid from the American Rescue Plan Trust Fund, JDE account 0222905500.53901.00.

 

Two Million Dollars ($2,000,000) for the Hays Woods park acquisition shall be paid from the American Rescue Plan Trust Fund, JDE account 0222905500.57101.00.

 

 

Section 2. The initiatives and dollar amounts to be included in the Agreement or Agreements shall be as follows:

Section 3.                     The City of Pittsburgh reserves the right to re-appropriate funds from said Agreement or Agreements.

 

Section 4.                     Said Agreement or Agreements shall include terms indicating that the URA will follow all rules and compliance guidelines and will be held financially responsible for any unauthorized spending.

 

Section 5.                      Per U.S. Department of Treasury guidance, all funds must be obligated by December 31, 2024 and spent by December 31, 2026.

 

Section 6.                      Said Agreement or Agreements shall be approved by the City Solicitor as to form.

 

Section 7.                      The Pittsburgh City Controller is authorized to perform an audit of said Agreement or Agreements, which shall include an accounting of all monetary exchanges and any other interactions between the two entities and any potential sub recipients.

 

Section 8.                      The URA shall submit quarterly financial and progress reports to the Director of the Office of Management and Budget and to the Controller for projects relating to said Agreement or Agreements.

 

Section 9.                      The Office of Management and Budget shall provide the Pittsburgh Recovery Task Force with quarterly updates relating to said Agreement or Agreements.
