Title: WHEREAS, Cynthia A. Baldwin is an African American judicial trailblazer, as she was the first African American woman elected to the Allegheny County Court of Common Pleas and the second African American woman to sit on the Pennsylvania Supreme Court; and WHEREAS, Judge Baldwin received both her B.A. and M.A. from Pennsylvania State University, while earning her J.D. from Duquesne University; and WHEREAS, Judge Baldwin remains tied to her alma maters through various appointments, both past and present, including President of the Penn State Alumni Association (1989 to 1991); gubernatorial appointee to the Penn State Board of Trustees (2004); Elected Chair of the Penn State Board of Trustees (2004); Member-Emerita of the Duquesne University Board of Directors; past President of Duquesne University's Law Alumni Board; and Vice-Chair of the Association of Governing Boards of Colleges and Universities; and WHEREAS, Judge Baldwin served 16 years on the Allegheny County Court of Comm...

WHEREAS, Judge Baldwin received both her B.A. and M.A. from Pennsylvania State University, while earning her J.D. from Duquesne University; and
 
WHEREAS, Judge Baldwin remains tied to her alma maters through various appointments, both past and present, including President of the Penn State Alumni Association (1989 to 1991); gubernatorial appointee to the Penn State Board of Trustees (2004); Elected Chair of the Penn State Board of Trustees (2004); Member-Emerita of the Duquesne University Board of Directors; past President of Duquesne University's Law Alumni Board; and Vice-Chair of the Association of Governing Boards of Colleges and Universities; and
 
WHEREAS, Judge Baldwin served 16 years on the Allegheny County Court of Common Pleas in the Civil, Family, and Juvenile Divisions, until she was nominated by Governor Rendell to the Pennsylvania Supreme Court in 2005 and confirmed by the Senate on February 15, 2006; and
 
WHEREAS, Judge Baldwin is a gubernatorial appointee to the Pennsylvania Commission on Crime and Delinquency, a past member of the Pennsylvania Commission on Sentencing, and has served as Attorney-in-Charge at the Pennsylvania Office of the Attorney General, Bureau of Consumer Protection; and
 
WHEREAS, Judge Baldwin has been the recipient of numerous awards including the Greater Mon Valley Lifetime Achievement Woman of the Year Award and the Greater Pittsburgh ATHENA Award, while additionally being listed in Who's Who Among African Americans, Who's Who in American Law, Who's Who in Emerging Leaders, and Who's Who of American Women.
 
NOW THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby wish to recognize and honor Judge Cynthia A. Baldwin for her successful career in public service and her numerous personal and professional achievements.
