Ordinance amending and supplementing the Pittsburgh Code of Ordinances, Title Five, Traffic, Article Seven, Parking, Chapter 543, Parking Meters and Chapter 549, Residential Parking Permit Program, to implement temporary enforcement and penalty provisions for specified areas during the NFL Draft.

Whereas, the City of Pittsburgh and the Pittsburgh Steelers have the proud honor of hosting the 2026 NFL Draft; and,

 

Whereas, it is estimated that more than 500,000 spectators will come to Pittsburgh to experience the NFL Draft; and,

 

Whereas, the difference between parking rates for public and private garages and metered parking spaces incentivize the use of metered parking spaces; and,

 

Whereas, the current fines for violations of metered parking regulations and residential permit parking, are unlikely to serve as a disincentive to violating the regulations; and,

 

Whereas, parking enforcement during the NFL Draft is likely to strain the manpower of the Pubic Parking Authority of Pittsburgh (“PPAP”, “Parking Authority”, “Authority”), and the revenue from a temporary increase in rates Downtown and the Northside, and a corresponding increase in the violations of the parking regulations will help to offset the added expense to the Parking Authority.

 

 

The Council of the City of Pittsburgh hereby enacts as follows:

 

Section 1. The Pittsburgh Code of Ordinances, Title Five, Traffic, Article Seven, Parking, Chapter 543, Parking, is hereby amended and supplemented as follows:

§ 543.11 Temporary Parking Provisions for NFL Draft

Notwithstanding any contrary regulation or provision in this Code of Ordinances, the following provisions shall apply to rates and penalties for metered spaces under the control of the City or Public Parking Authority of Pittsburgh (PPAP) from 12:01 a.m. on April 22, 2026 to 12:01 a.m. on April 27, 2026:

a.)                     Parking Meter Rates

1.                     Northside - Five Dollars ($5.00) per hour;

i.                     Does not apply to the following streets:

1.                     East Ohio Street;

2.                     Middle Street;

3.                     James Street;

4.                     California Avenue;

5.                     Perrysville Avenue

 

2.                     Downtown - Five Dollars ($5.00) per hour

 

b.)                     Penalty

1.                     Whoever violates or fails to comply with this provision shall be fined one hundred twenty dollars ($120.00) and costs equivalent to the costs for summary offenses established by the governing authority as provided in the Judicial and Judiciary Code (see 42 P.S. Sec. 1725.1).

 

Section 2. The Pittsburgh Code of Ordinances, Title Five, Traffic, Article Seven, Parking, Chapter 549, Residential Permit Parking Program (RPPP) is hereby amended and supplemented as follows:

§ 549.15 Penalty

a.)                     Vehicles found to be parked in violation of any provision of this chapter except Section 549.14(b) shall subject the registered owner of the subject motor vehicle to a fine of not more than forty-five dollars ($45.00).

 

b.) In any residential parking permit area, any part of which falls within one thousand two hundred (1,200) feet of a public assembly facility with a seating capacity of more than sixty thousand (60,000), vehicles found to be parked in violation of any provision of this chapter shall subject the registered owner of the subject motor vehicle to a fine of not more than one hundred twenty dollars ($120.00) on days when events occur at these public assembly facilities.

c.)  Beginning in fiscal year 2022, the fines for violations of this chapter shall be set by the process described in Title 1, Chapter 170, Section 170.01 relating to the creation of an annual fee schedule. The Parking Permit Officer shall forward a suggested fee schedule to the Director of Finance for inclusion in the City of Pittsburgh budget pursuant to the aforementioned provisions of this Code.

d.) Notwithstanding any contrary regulation or provision in this Code of Ordinances, in residential parking permit areas Downtown and in areas of Northside designated pursuant to § 543.11 (Temporary Parking Provisions for NFL Draft), vehicles found to be parked in violation of any provision of this chapter shall subject the registered owner of the subject motor vehicle to a fine of not more than one hundred twenty dollars ($120.00).

Section 3. The temporary provisions in Sections 1 and 2 of this Ordinance shall expire at 12:01 a.m. on April 27, 2026, and shall have no further effect.

Section 4. Any Ordinance or Resolution, or any part of any Ordinance or Resolution inconsistent with this Ordinance is hereby superseded as to the extent of the inconsistency.
