Title

Resolution amending the Rules of Council, Rule X, to limit the speaking time of Council Members.

Body

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1.      The Rules of Council, RULE X, shall be amended by adding the following language:

d.  At all Meetings of the Standing Committees of Council, each member shall be limited in their speaking time to three (3) rounds per agenda item. The first round shall be limited to five (5) minutes of speaking time per member, the second round shall be limited to five (5) minutes of speaking time per member, and the third round shall be limited to two (2) minutes of speaking time per member.  Councilmembers may also have one (1) minute each to explain their votes after a vote on any main motion, as defined by Robert's Rules of Order.  Speaking time shall not accrue from one agenda item to another.  Councilmembers may not yield time to other members.
