Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor is hereby authorized to enter into a cooperation agreement or agreements with Urban Redevelopment Authority of Pittsburgh ("URA"), in a form approved by the City Solicitor, designating URA as the City's agent for implementation of a Neighborhood Stabilization Program ("NSP") grant of up to $1,500,000 from the Pennsylvania Housing Finance Agency ("PHFA") and/or the Pennsylvania Department of Community and Economic Development ("DCED"), requiring compliance by URA with PHFA's and/or DCED's NSP requirements, providing for the reimbursement of the Commonwealth for any expenditure of NSP funds found by PHFA and/or DCED to be ineligible, and providing for the transfer to URA of the amount of NSP funds received from PHFA and/or DCED or $1,500,000, whichever is less, payable from the following account:
