The Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1.  Supplementing the Pgh Code, Title 5-Traffic, Article VII; Parking, by adding Section 540, "Definitions" as follows:
 
CHAPTER 540 DEFINITIONS
 
"Market Rate" shall be the average of similar charges for daily rate and hourly parking during peak hours at the nearest 2 privately owned garages from the Parking Authority owned garage.
 
Weekend, night time, holiday, special event, emergency event and monthly lease rates may be set at the discretion of the Pittsburgh Parking Authority Board.

CHAPTER 541.08 PUBLIC PARKING AUTHORITY OF PITTSBURGH
 
541.08(d) Restricting rates of Public Parking Authorities in the City of Pittsburgh.
 
Within the City of Pittsburgh's central business district a parking garage owned by the Pittsburgh Parking Authority shall charge a rate for parking that is no more and no less than Five percent (5%) of the market rate of the nearest privately owned parking facilities.
