Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

Section 1.                     That Resolution No. 320 effective, May 15, 2001, which presently reads:

"The Mayor and Director of the Department of Engineering and Construction, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Agreement or Agreements, with a Consultant or Consultants for Design of the Reconstruction of Penn Avenue from Friendship Avenue to South Negley Avenue; at a cost not to exceed $800,000, chargable from the following accounts:
