Title
Resolution authorizing and directing the Director of the Department of Personnel and Civil Service and the Controller of the City of Pittsburgh to establish a program in which city employees can voluntarily cause a 2% percent reduction in their salaries for the remaining pay periods between the enactment of this legislation and December 31, 2003.
 
Body
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Director of the Department of Personnel and Civil Service and the Controller of the City of Pittsburgh are authorized and directed to establish a program in which city employees can voluntarily cause a 2% percent reduction in their salaries for the remaining pay periods between the enactment of this legislation and December 31, 2003, with the amount created by the voluntary salary reductions being applied to avoid the lay-off of other employees within their department, within their bargaining unit or to another department or bargaining unit at the employee's discretion.
 
Section 2.      Funds derived from the voluntary contribution shall only be used for regular salaries for employees that are or are threatened to be laid-off due to budgetary reasons.
 
Section 3.      The voluntary contribution program shall apply to pay periods until December 31, 2003 and the amount of the deduction shall not be used as a basis on current or future budgeted amounts for the base salary of the employee making the contribution.
