Resolution providing for the provisional rescission of City service reductions and City facility closings due to budgetary constraints.

Body
WHEREAS, potential extreme financial difficulties have required the City Administration to implement massive service cuts to the residents of the City, and;

WHEREAS, these service reductions involve the termination of more that 700 public servants, and the closing of dozens of City facilities, and;

WHEREAS, service reductions involve police, crossing guards, emergency medical technicians in the public safety arena, and those who care and instruct the elders and children, and those who keep the City clean and maintained, and those who support all of the others, and;

WHEREAS, the service reductions require $6,500,000 to rescind, and;

WHEREAS, it is hoped that the School District of the City of Pittsburgh will respectfully enter into a partnership to fund the crossing guards for the remainder of the year at an estimated cost of $1,700,000, and;

WHEREAS, Pittsburgh City Council believes that it is imperative to restore all public services;

BE IT RESOLVED by the Council of the City of Pittsburgh as follows:

SECTION 1. Effective immediately, City Council's Neighborhood Needs (Community Needs 2003) Program shall be suspended with a balance of $900,000 devoted to service restoration. The Administration will also contribute $100,000 match from Prior year Neighborhood Needs funds.

SECTION 2. For the pay period commencing August 25, 2003 and continuing through December 31, 2003, all City employees shall may have 2% of pay deducted from the
gross payroll amount. The 2% shall be on gross pay including premium pay and longevity. For employees subject to collective bargaining, it is anticipated requested but not required that such groups will participate in the service restorations with pay adjustments.
