Title
Resolution providing that the Council of the City of Pittsburgh, directs the Mayor, the Chief of Police and the City Solicitor, to require police officers to fully participate in Citizens Review Board investigations and to provide those police officers full administrative protection, that their testimony will not be used against them in any subsequent criminal proceedings.
 
Body
Whereas, the voters of the City of Pittsburgh, by referendum, has expressed its will to have citizen oversight of complaints of abuse by City police officers; and
 
Whereas, all public servants, including the police bureau, are subject to various levels of accountability; and
 
Whereas, in recent weeks, even the Fraternal Order of Police, when facing an incident of a police standoff in Homewood, have called for accountability and an independent review of the Homewood incident; and
 
Whereas, the Citizens Police Review Board, under the leadership of its current board and Executive Director has demonstrated a very capable and professional capacity to investigate complaints, without bias toward either the police or citizens;
Now therefore be it resolved, that the Council of the City of Pittsburgh, directs the Mayor, the Chief of Police and the City Solicitor, to require police officers to fully participate in Citizen Police Review Board investigations and to provide those police officers full administrative protection, that their testimony will not be used against them in any subsequent criminal proceedings.
 
NOTE: I do hereby certify that the foregoing Ordinance duly engrossed and certified, was delivered by me to the Mayor for his approval of disapproval and that the Mayor failed to approve or disapprove the same, whereupon it became law without his approval, under the provisons of the Act of the Assembly in such case made and provided.
