Title
Resolution authorizing and directing the Department of Public Safety to establish an emergency text message, phone call and email notification system for the purpose of providing timely information to City residents in the event of an emergency.
Body
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      Authorizing and directing the Department of Public Safety to establish an emergency text message, landline and email notification system for the purpose of providing timely information to City residents in the event of an emergency and/or when there are threats to life or property.  
 
Section 2.        Program Description.  City residents will be able to sign up online or via 311 to receive text messages, emails or a phone call to a landline in the event that an emergency occurs.  Upon the event that an emergency occurs, the Director of Public Safety will be responsible for sending a text message/email/or informational phone call to a land line about the emergency.  Additional components of this system will include an employee notification system to be used for City employees.
 
Section 3.       The Department of Public Safety shall prepare a Request for Proposal (RFP) for dissemination to qualified vendors.  The  RFP must be reviewed and approved by Council prior to issuance.
