Resolution authorizing a cooperation agreement with the Urban Redevelopment Authority of Pittsburgh designating URA as the City's agent for administration of a $1,959,500 grant from the U.S. Economic Development Administration to be used to construct public improvements required for the Bakery Square 2.0 project. (Council District 8).

Body
Whereas, the City of Pittsburgh and Urban Redevelopment Authority of Pittsburgh (“URA”), as co-applicants, intend to apply to the U.S. Economic Development Administration (“EDA”) for a $1,959,500 grant to be used to install new street connections, sewers, traffic improvements, street lighting and related public infrastructure required for the Bakery Square 2.0 project (the “Project”); and

Whereas, the City desires to designate URA as its agent to administer the Project and to receive funds directly from EDA if a grant is awarded;

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Mayor and the Director of the Department of Public Works are hereby authorized to enter into a cooperation agreement or agreements with Urban Redevelopment Authority of Pittsburgh (“URA”), in a form approved by the City Solicitor, designating URA as the City's co-applicant and agent for administration of a $1,959,500 public works grant from the U.S. Economic Development Administration (“EDA”) for the construction of the public improvements funded by the EDA grant, requiring compliance by URA with federal program requirements, providing for the disbursement of grant funds by EDA directly to URA, authorizing the Executive Director, Acting Executive Director or Director of Finance of URA to sign all invoices, payment applications and requisitions and any other necessary or appropriate documents on behalf of the City as its agent and co-applicant, providing for the dedication of the public improvements to the City and the waiver of permit fees for contractors ret...
